Let's Add Sense to Immigration

In the USA we need badly to revamp our immigration policies: Suggestions:

First, let's limit the number of immigrants we will legally admit, like to 1 million per year, and doing so, set limits for each country.

Secondly, let's pay immigrants here already a small annual stipend for say 3-5 years if they return to their native land. (The stipends will be available to them on a monthly basis from bank(s) in the USA.

What PB advocates is a new path for dealing with immigration into the USA; our current ways of dealing with immigrants, those here and those wanting to be, are totally inadequate.
