Towers and Flowers

In a 2001 RHS alumni reunion held in Kerrville for accommodation purposes, the guest speaker, Joe Galloway, told the best alum story Putt believes he has ever heard.
One Saturday evening, driving down the alley behind the Economy story, Joe and the gang with him discovered a mannequin, which they dressed up, took to Swift Street and moved the mannequin to the top of the tower; then they called the Refugio police informing them that someone was about to jump from the tower.
A Refugio policeman arrived; and when he did, the signal was given to throw down the mannequin. Joe said that the deputy fled in fear.
We searched and searched for Refugio photos with flowers. Finding none, we composed our own

Since Putt fully realizes that all readers are on pins and needles to know his all-time favorite Texas water tower. It's in Luling, of course; and that is a watermelon.
